SECTION 1.
(No. 8.)
Sir Edward Grey to Sir A. Johnstone.
Foreign Office, March 23, 1911.
(Telegraphic.) P.
CHINA currency loan. It has been decided to select a financial adviser from a non-interested Power to supervise the expenditure of the funds raised by this loan, in which the British, American, French, and Germau financial groups, supported by their respected Govern- ments, have agreed to participate.
The duties of the selected candidate, who would be required to proceed to China, would include, in addition to acting as controller of the expenditure of the loan funds, that of advising the Chinese Government as to the method to be adopted for the reorganisation of the currency.
The United States Government have suggested the selection of a candidate of Dutch nationality, and it is probable that the United States Minister will be instructed to consult you on the subject.
I should be glad, therefore, if you would enquire unofficially of the Netherlands Government whether there is any Dutch subject with the requisite financial knowledge and experience of the Far East whom they would recommend for the post.
